What are the visions for science in Africa ? 9 - Amadou Tidiane Ndiaye: building a research policy

There is no global vision for research in Senegal, or in West Africa.

"The last decision I will mention is: "give a new impetus to research".

We are talking about the Ministry of Higher Education and Research. But in fact, in our countries, we do not have a research policy. Research is disseminated in the Ministry of Health, the Ministry of Agriculture, the various agencies, the various training institutes, the various regional or sub-regional structures.

So much so that each of these structures develops an autonomous research policy that is not articulated around a clear vision of the approach to be taken to answer to the problems that arise in our society.

We finally realized that there is so much energy spent, so many resources that could have been mobilized in the service of a development objective articulated around a regional policy of UEMOA, ECOWAS and possibly other sectors of concentration that would make it possible to meet the challenge of research and innovation.

Research must also be useful. Yes, it's nice to have a patent. But we have to move on to exploitation. This is extremely important.

And at the same time, we must also succeed in better articulating CAMES research in the French-speaking world, and research and development. Because in fact we are getting older trying to go through CAMES. When we are exhausted, that is when we think about research and development.

We must ask ourselves the following question: what is the purpose of the research we are conducting in our various countries?"
